Windows 10 machine won't fully shut down when I select Shut Down

Not sure if this indicates a bug with Windows 10 or with my drives or something else.

When I choose Shut Down within Windows, Windows shuts down but my computer continues to run (drive light indicators, fan spinning).

I have to hold in the power button to full shut down the machine.

This is a new development and I'm not sure what it indicates. Possibly a USB/power setting of some kind?

Flaky hardware.

Start pulling and swapping.

system restore point to when it last worked. check the logs.

Try disabling fast startup. That's some hybrid sleep/shutdown thing. If your sleep settings are not right, it may be causing it to act up. After you disable the fast startup, reboot the computer, then try shutting down again.

On the new versions of 10, you have to click on Additional power settings in the power settings menu to find this.
