Windows 10 Auto Arrange Missing

I can't find Auto Arrange feature when right-clicking in a folder.

I used to see it some time ago and suspect Windows update did something but t his article
does not mention anything about the change:

Is there a way to enable this feature through registry hack?

its gone(since 1703) and fixes dont work anymore, it just reverts. the only place that has it now is on the desktop.

pendragon1 Some of changes Microsoft makes do not make sense. Why would they remove this feature? Did they receive feedback that manually (accidentally?) arranging files/folders hurts user experience?
