Windowed fullscreen video

So I want to run video's (Youtube, Vimeo,...) in a seperate window, which I want to scale however I want. This was the only reason I used to use Metro IE, which is no more in Windows 10.

Is there a way to get full window playback?
 
Maybe I wasn't clear enough.
I have a 21x9 display, which I do multiple things on at the same time.
Like editing on the left side and youtube on the right. I cannot fullscreen it like I could in windows 8 and just place my desktop on the left. So I'd like to use a window that is 16x9 on the right (video plays full lenght of the display) and still do something on the left 5x9 portion.

I was wondering if it is possible to have a seperate window which I can scale to my liking. And Youtube should consider it a full desktop. Without going to VM's obviously...
