I am unable to create an admin account on a friends hp laptop. I go about it the usual way running cmd as admin and net user administrator /active:yes. It says succesful. When I logoff there is no admin account. Reboot, try again. Same. Just trying to get rid of avg which is preventing a sys restore to try and get some the pictures file back. It has been deleted somehow. Going to reinstall windows as this thing is a pita software wise. Every bloatware program in the world is on it.

Try this:
Run CMD as administrator.
Type 'wmic'
A shell prompt should appear.
Type: 'useraccount set disabled=false'
I should then proceed to go through your accounts and ask which ones to apply the change to.
Choose 'n' to everyone except the one you want to unlock.
