Why is windows always hassling me to close programs for more memory?

My work upgraded me from a desktop with 12gb of ram to a laptop with 16gb of ram (all other specs are better but not really important).

I never had issues with windows running out of memory and applications crashing on the 12gb machine. I run the same programs on the 16gb laptop and once a day I'll get to a point where I get a pop up telling me to close a program because my machine is low on memory, and usually chrome will crash a few min after that if I don't close something, sometimes its another program but usually chrome crashes first.

What I don't understand is why I am even getting these pop ups. If I open resource monitor there is plenty of available memory:

The red circle is where chrome crashed and then I reopened it. I don't really understand how I am running out of memory when I have plenty available. Thoughts?

You have a commit size of 16 out of 17GB...

Did you mess around with your pagefile ?
