System specs? I am guessing you have everything set to auto and power saving features are reducing the speed of the processor when it is not needed.

after windows loads you have to give it 1-2 min for it to settle down so it drops to 800mhz.

open any cpu stress tool and watch what happens, do you have CPU-Z? if so, use that to monitor the CPU.

enabling SSD performance mode can also keep the CPU at max settings, but it still doesn't make sense why your CPU is running at 3ghz.

so go to power options in control panel and use "balanced" setting.
