Why is a single fan running faster than all the rest?

For some reason HWMonitor doesn't show all the fans and names them differently: http://puu.sh/c02Rm/d1fae8433e.png

Does anyone know why Chassis Fan 1 is running at double the speed of the other Chassis Fans? All of the fans are set to "Silent Mode" in the BIOS. The only thing that's different is that the chassis fan 1 connector on the mobo is 4pin rather than 3pin (the fan is 3pin). I don't see how that changes anything, but it's the only thing I can think of. Is that the problem? I don't have any spare fan headers so I'd have to get a splitter if it is the problem.

he is asking if all fans are the same.. (brand and model as example) 3 PIN fan can't be controlled at the same way a 4pin PWM fan can be... and also require the manufacturer software to being able to adjust the RPM by voltage for example the Asus Fan Xpert or Thermal Radar...

As I said, both my front intake fans are the same and 3pin. One is connected to a 4pin header, the other 3pin. The one connected to the 4pin header is running at 1100rpm and the other 550. Both are on Silent mode.

The 4pin header may not be configured (or able) to do voltage control, which is what is needed to control 3 pin fans.

I guess that could be the only explanation. There are no fan headers left, so I'll have to buy a fan splitter for one of the 3pins.
