why does my system load slowly, after a fresh format?

i just formatted and when the computer finishes the ram check, HD check, the screen goes blank with a little cursor key thing blinking in the top left (black screen) for a few moments and THEN it goes to the windows home load up screen (with the green thing that moves left and right) and THEN it loads windows.

i've never had a fresh format do this before, is there something wrong with the settings, the installation or what?
 
Is this on the machine in your sig?

Installing SP2 may help... but I wouldn't bet on it. ;)
 
seems like a bios change. it hangs, maybe try checking the boot order within bios? maybe floppy/optical is scheduled to boot before the hdd, if thats the case change it so hdd boots first.
 
I had this happening on my machine when I had the USB cable from a Dell 2405FPW plugged in to the motherboard (for all the extra USB and card reader ports). As soon as I removed that, the boot delay went away. Haven't really cared much to troubleshoot beyond that, since the extra ports aren't absolutely needed.
