Why are graphic cards without a shroud bad?

I hear that graphics cards in pre-built PCs aren't as good as ones that have a shroud, but why is that? And why don't they have shrouds then?

They're not as good because the ones that are in pre built PC's aren't as good at moving summer to winter air or winter air to summer air. It has to do with the way the shroud wraps around the card and the barometric pressure that each season has. Also, depending on where you live in the world southern or northern hemisphere, due to the coriolis effect, the air traveled between the fin stack might not be as heavy in the prebuilt system.

The Turbo Encabulator is only used when side fumbling can effectively be encapsulated by the panendermic semi boloid slots that an effective shroud can produce. If the card doesn't have a shroud, then the Encablulator isn't used. But you can purchase one if you feel that you may need it in the future, again, depending on the type of air and what hemisphere you currently live in.
 
Some shrouds constrict airflow.
I have gotten better results with the shroud removed on my HD 7870's.
I am sure there are plenty of other examples.
It's all min-maxing though.
Just get what you can and use it.
