To me, it looks like either paracord or some sort of nylon fabric/weave. However whenever I search for nylon I just get the plastic looking stuff and I'm not coming up with any paracord sleeving.
I know that it's definitely out there, as someone was able to buy it and adapt an EK block with it:

The system builder attempts to state what kind of sleeving it is but I believe it was just a general recommendation (Techflex PET which has like the plastic shine to it) so that wasn't much of a help. It has a very matte, fabricy look and texture to it. Maybe it could be Techflex carbon fiber? I would need to see actual pics of it though and not product pictures. But there's also the problem of I don't want to spend 90 dollars for 600 inches of sleeving I don't need.
