As title,
how long we should wait between to high end GPU?

What is the average time we need to wait between a GTX780 Ti and a 980 Ti on average?

It more or less comes down to you. Your wallet and game experience probably have a lot more to do with when its time. I know for me when i start dropping frames to the point where i can no longer accept it.

GTX 280 launch date: June 2008
21 months
GTX 480 launch date: March 2010
8 months
GTX 580 launch date: November 2010
15 months
GTX 680 launch date: March 2012
14 months
GTX 780 launch date: May 2013
16 months
GTX 980 launch date: September 2014

If the GTX 480 had been released 6 months earlier, every x80 release would be 14 to 16 months apart. Fourteen months after the GTX 980 release is November 2015. Since all reports and rumors have Pascal not releasing before mid-2016, Nvidia would appear to have fallen off the x80 release cycle. The only rumor on the table is a dual-GPU GTX 990 card. There has been absolutely no chatter whatsoever about a new x80 card before Pascal.

GTX Titan release date: February 2013
GTX Titan Black release date: February 2014
GTX Titan X release date: March 2015

One published rumor has it that Pascal will be released big chips first. Could a Pascal Titan be released as early as April? I haven't seen any new Titan rumors.

GTX 780 Ti release date: November 2013 - 6 months after GTX 780.
18 months
GTX 980 Ti release date: May 2015 - 8 months after GTX 980.

To answer your second question, there have been only two x80 Ti cards, delivered 18 months apart; one data point does not make an average. 18 months after May 2015 is November 2016, and at this point we don't even know for sure that the Pascal x80 card won't be delayed until that month, so we can't even talk about a new x80 Ti yet.

That is simplifying it a bit too much I would say.
Try posting the releases by their codename, then you will find that NVIDIA runs several SKU side-by-side and that the GTX680 was an anomaly...a midrange SKU that took on AMD's high end SKU.

GF108 -> GF118 -> GF108-100-KB-A1 -> GM206-300 (128 bit bus) -* GPxx6
GF106 -> GF116 -> GK104-400-A2-> GM204-400 (256 bit bus) -* GPxx4
GF100 -> GF110-375-A15 -> GK110-425-B1 -> GM200-310 (348 bit bus)-* GPxx0

It makes sense, when you start looking a die size and memory-bus ;)

based on what?

A double node shrink, on die VRAM and over a billion dollars in R&D towards improving the architecture... Generally nVidia starts with a tiny die and works their way up, but who knows.

What about the second generation for the GTX 1080? I like to wait till they work out all the kinks on the cards.

I remember when it was 6 month cycle. It worked to take down 3dfx. Unfortunately they couldn't do it for tegra.
