What causes low FPS when the CPU and GFX Card are both under utilized?

The game doesn't have perfect scaling with more cores.

The TechSpot benchmarks show about 60% scaling in average framerate from 2 (Pentium) to 4 cores (i5 2500k), so it's likely using 2 major threads and 2 minor threads.

You see similar scaling betweeen the AMD 4 and 8 cores, so it seems real. They're not being fully-loaded.

If you're not maxing out your GPU, that means you're CPU-limited!

Of course they stupidly didn't turn down the settings in order to see how well the game scales on those 8 and 12-thread monsters, but I can find another bench for you.

EDIT: this benchmark shows a doubling of minimum framerate with 8 threads versus Core i5

And this benchmarks shows the same as TechSpot: scaling between 2 and 4 cores without HT is around 60%

It's most likely you need an i7 of any kind. If you had a 2600k at 4.5 I can almost guarantee you the problem will vanish. Had the same issue in witcher 3 with a 2500k and I thought it was my gpu (770) but actually was the cpu. It wasn't even that bad, it was just some minor stutter in cities.

i played the game with a 4770k @ 4.8 and a 970 and i still had low usage on both components at times. the engine is just a piece of shit. might want to look into higher frequency RAM, though no one has done any really thorough before/after testing with it so...

I have the same issue with my rig on Fallout 4, 5820k @4.7 and 980Ti. I think it's more of an issue with the game engine than anything.
