I figure the cost of a GPU with an AIO, which really is a 99% solution, is cheaper and less hassle than doing a custom job. And at that point... need to be something special going on for a custom loop for the CPU.

Now, if you're after that last 1% simultaneously, well, you fund EK's salaries ;)

But it isn’t 1%, with the 9900k it’s about 5-10% for instance. The D15 is good to about 4.9ghz, but if you want to go above you really need more, and more isn’t available till you hit the likes of 360mm or custom.

5.3ghz is possible, but you need more, 400mhz is 8%

8% clockspeed, yes, and I suppose that in some cases that results in a linear increase in performance, so for those cases I agree. For many, though, that equates into <1% application performance.
