The problem is I want to get lightroom but I don't want to buy Lightroom 3 and then a month later have to buy lightroom 4. Is there some type of support package that I can buy that will allow me to get upgrades when it is released (if it is released within say a year of me buying LR 3)?

Well, you can wait till LR4 is release and just buy it then.

If you do start using the LR3 trial, and LR4 isn't released within a month, keep in mind that you cannot import LR3 libraries into the LR4 beta.
I'd probably just go with using the LR4 beta, to be honest. I gave it a whirl the other day, and it seems fine. I didn't see any show-stopping bugs. I didn't use it for long, though, so YMMV.

I've been using the 4 beta,and I've had no problems with it,lightroom 3 will probably go down more in price once 4 is out,I hope to catch it when it's under $100l
