What are the differences between these 2 chargers and why would you choose one over the other?

The first one is a 31.5w charger with only one QuickCharge 3.0 port.

The second one is a 39w charger with QuickCharge 3.0 on both ports, plus it's a bit cheaper.

So providing your phone is QuickCharge 3.0 (or below, it's backwards compatible) compatible, I would go with the second 39w charger.
