Video tearing, driver problem?

Hello. I just got a Dell Inspiron 8600 w/ a Radeon Mobility 9600 Pro Turbo. I'm having this problem where whenever I try to play a game the screen starts tearing. It's small for a few seconds just around certain graphics but after 10 seconds the entire screen is tearing. Is that a driver problem or a problem with the laptop screen?
 
Here are some pictures to illustrate my problem. In the first picture you can see for about 10 seconds everything is just fine and it displays properly... but then in the last 3 pictures you can see examples of the screen tearing I was refering to. Oh and I might mention that when on the desktop or running any program that isn't a 3d program or doesn't require it to change resolution its perfectly fine. Oh and also I have VSYNC on.

Ok I fixed the problem. It turns out that even though I had set vsync to on in my advanced options it wasn't workin in game. Turns out I had to force it on in the games I play. No biggy, I hope it continues working :)
