Video converter: TUS file (bin/cue file) to avi/mpeg

I have a TUS file that has a bin and cue file inside that I would like to convert so I can play it on DivX or Windows media player. Right now it only plays on VLC media player.

What is the best free video converter out there that can do what I need to have done? Thanks.
