2. I am looking for RX 570 or RX 580 with 8 GB with 2 HDMI, 2 DP, 1 DVI.

3. They are like $600+ new. It use to be so cheap like $200 few years ago. What happened?

You also have another cryptocurrency boom, so people are buying cards to mine again. You also have scalpers taking advantage of the situation to make a quick buck. The result is epic failure.
