Easy peasy- read the code off the big yellow cap and the little black resistor, get value of the small yellow cap by desoldering one of its buddies and measuring, quick solder job. But there's little sense doing that for a card with no drivers available :-(

... Most likely thrown in a pile with other cards and junk!

Because it is broke. If they were actually trying to maximize their sale price, they would have showed it in working condition.
