Upgrade or buy new?

Looking for advice on whether to buy a full new build (or parts) or just upgrade.

My current build is about 4 years old. Used to game quite a bit but mostly it just sits on 24/7 collecting dust. I used to have 2x GTX 1070s but sold them and put in a GT 1030 just to watch YouTube and stuff.

Currently have:
Intel 5930k
ASUS X99-A USB3.1
32GB DDR4 2400
512GB Samsung 950 Pro NVME m.2
WD Red 4TB
nVidia GT 1030
Corsair AX1200i
Corsair AIR 540
Corsair 120mm fans (I honestly don't remember which ones. It's been so long)
Swiftech H220-X

I'm working on getting ready for Borderlands 3, Cyberpunk 2077, etc.

Current new build I'm looking at:

AMD 3600X
ASUS X570 Pro
32GB DDR4 3200
1TB Samsung 970 Evo+
AMD 5700XT
EVGA CLC 280mm


In terms of strictly gaming, am I going to notice much of any difference between the proposed new build and just throwing a 5700XT in the old build? With the old build being as old as it is, should I be worried about the 4TB drive crapping out soon? Power Supply? Fans? I know I need to refill and probably clean my Swiftech AIO, so I might be buying the new cooler regardless.
