Underclocking XFX Radeon HD 6870 Black Edition

I get over 100 fps playing League of Legends with the HD 6870. If I cap the frame rate to 60 fps the GPU temp reaches 60°C. Using MSI Afterburner I can lower the GPU and memory clocks a certain amount and the temp drops down to 55°C while maintaining 60 fps. That's amazing I thought. Why run the video card at full throttle when all I get is higher core temps? So I tried to lower the clocks as far as Afterburner allows but it misbehaves and actual clocks in-game revert back to full throttle, ignoring the settings in Afterburner. I've tried Asus GPU tweak with the same behaviour.

Is there a limit in how low the clocks can be set? When idle the GPU and memory clocks do drop to 300 MHz so you would think I can set it that low. I've found 775 MHz GPU/ 675 Mhz Memory is the threshold I can lower the clocks too. If I set it lower then the settings are completely ignored and the clocks run at full throttle once again.
