Unable to save default program for file types -Win 10

Used to be able to do this on this computer but recently clean installed windows 10 and now I am unable to do this, But I can still do it on my laptop.



Can change default app/program for other normal file types such as mp3, flv, and pdf.

Went into default app settings, There is no .meta in the 'choose default apps by file type, But it appears on my laptop.

How can I fix this?

Edit:
The problem happens after clean OS install after a few updates are completed, It works right away when I first boot to desktop after OS install, But I then go to update Windows. task manager shows several 'openwith.exe' for every time I try to change a default program. only programs Ive installed are chrome and geforce experience.

I think I found the problem on my end, Microsofts update KB4458469 which was pushed through recently affected this, at least on my end, Uninstalled it and setting default program works like normal I guess.
