If you still have any of the $5 promos left from the winter sale the Microsoft bundle is only $5. The Settlers packs however, does not qualify.
All five games in the Microsoft pack require Steam. Nothing in the Settlers pack can be activated on Steam. Settlers 7 may still require an always on connection from UPlay, I do not know if that was removed.
