Torchlight monsters are low level

I'm running 1.12b, and just discovered TorchLeech. I installed some mods (mostly little stuff), and now my monsters in Shadow Valley are level 13-15. They were normal before the mods, so I have to assume something happened.

Just used TorchLeech to deactivate all mods, and the monsters are level 16. Really not sure what happened.
