Timesync: the peer's stratum is less than the host's stratum

Gaaah!!! Need some help here. I need to force a time sync on XP and 2003 clients.

I administer a network with many remote sites. I changed our time sync hierarchy and now cannot get some clients to sync. I get the following error:
An error occurred while Windows was synchronizing with x.x.x.x. The time sample was rejected because: The peer's stratum is less than the host's stratum".

No f'ing shit. I understand the host is currently at the same stratum as its new NTP server. I need it to sync anyway.

Here is the NTP flow (we are not on a domain).

Old setup:
Corp time server > all company nodes.

New setup:
Corp time server > core Cisco switch at each remote location > local nodes.

I understand that the Cisco switch is now at the same stratum as my hosts were but I need them to sync. I cannot find any useful information on the net on how to force a sync.
I found MS had a problem with their time server in April 2007 but that's it. :rolleyes:
