Threadripper and Server 2016 Throttle

Hi, I am running Server 2016 on a threadripper 1950x with a Aorus X399 MB and with the most recent drivers/bios/Windows updates, I find that the system will not throttle when it is idle. Eg. CPU-z shows the multiplier at 37 all the time. I know when I first built the system, this multiplies will go down when the load is small. My power plan is set to Balanced, but setting it to Energy Save does not make a difference. Anyone experiencing the same thing or knows of a fix? As I mentioned, I have the most recent AMD chipset drivers installed, and Windows patches are up to date. bIOS on the MB too.

Interesting that Windows Task Manager is showing Speed of 2.2 GHz while CPU-Z is showing 3.6 GHZ. Which should I trust?
