Thoughts on this *rare* Samsung "27 monitor?

DVB-T (European) OTA tuner, RF input, multiple HDMI inputs, component input, no DVI, no DP. It's a TV that you could technically use as a monitor, if 1080p for a 27" is palatable to you (it isn't for me).
 
Before you concern yourself with ghosting, ips bleed & input lag, you should determine exactly what type of monitor you're looking for; (size, resolution, connectivity, panel & cost) & how well it will compliment the PC hardware you currently use.

I'll go out on a limb and say that "rare" samsung TV you referenced would not be recommended as a main display by most of the members here.
 
When it comes to PC hardware, especially if you cannot find many reviews, avoid that piece of hardware. Don't self-plant a seed and then let it grow wild, in your case, "rare". There is a logical common sense reason why there are hardly any reviews. No, you did not find anything special.
 
Guys, I'm not looking for anything "special".

I just need a decent 1080P, IPS, monitor for console gaming, this one seems to check all the boxes for me, but I'm wondering if it has underlying issues with ghosting and input lag and IPS bleeding.
 
There are no reviews for this model and the Samsung monitors with TV tuners always have more than 1 frame of input lag. The monitors with TV tuners are meant to be used for TV and movies by those who can not fit a bigger TV on their desk and also want a monitor for non-gaming related use. Back-light bleeding should be expected from budget monitors, especially if the brightness is kept cranked so buy from retailers with hassle free return+exchange policies (you may need to do some research) if possible.

The Samsung 570H has low input lag and is pretty good aside from the insultingly 180hz (measured by overclock.ru) LED PWM Dimming frequency (PWM Side Effects):

The Dell S2740L is the only PWM free 27" 1080p IPS/PLS but it suffers from obvious overshoot ghosting, is very reflective and has grayish blacks since it uses glass. The following are better PWM Free IPS/PLS options:
