1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Word, web browsing, maybe videos, light gaming such as Sega Genesis emulator, heh.

2) What's your budget? Are tax and shipping included?
$400~ ideally, not including tax / shipping

3) Where do you live?

4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
Everything except monitor, mouse and keyboard. Look below...

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Not reusing anything...

6) Will you be overclocking?
Hopefully, Zalman 7000 alcu looks good for pushing a little more mhz out of the CPU.

7) What size monitor do you have and/or plan to have?

8) When do you plan on building/buying the PC?
ASAP, today or tomorrow

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
Nothing special, just needs to work.

10) Do you already have a legit and reusable/transferable OS key/license?

I would recommend this motherboard instead, I recently used it for a build and it was really great, along with the previously recommended Corsair 400w PSU with an Antec 300, which is pretty much whisper quiet.. The 520HX is way, way overkill and way more than you need to spend.

The integrated video should be more than enough to run aero and any HD content.

Personally I would still go with 4gb and the Athlon II X2.

For an extra $20, I would recommend this heatsink/fan combo for the CPU also - http://www.newegg.com/Product/Product.aspx?Item=N82E16835233014. Not that the Athlon II X2 needs the extra cooling, mostly because this will be much quieter than the retail heatsink/fan. If you purchase it, make sure to use the 4-pin connector and turn fan control on in the BIOS - with fan control on, the fan spins at around 800-900rpm and is inaudible with the case closed.

Let's go with this for the same price you built in your OP with no DVD Burner added. This will smoke your E5200 build in all areas other than the PSU though hehe. But, you don't need that Corsair HX520 anyways.
