I've done this on several, but on some I had to disable updates and even disconnect from the internet. I was told to use PowerShell - Terminal Admin instead of command prompt.

Exactly what I was going to say.
Plus it's an easy way to get a local account prompt.
And as far as I'm aware, Powershell replaced CMD a long time ago.
