If I recall the game was set in Seattle, but I might have it mixed up with another NFS. In which case it can be grey often but they took it to the extreme. It was common back then though. Looking back now it just looks so odd. Games these days thankfully don't seem to apply a single color filter (or whatever it is called) throughout a whole game.

Then for a while it became popular for a blue look, but that died a while back. Example of BF3 and BF3 alpha with color.

I don't think it looks great. I don't think it looks bad either. I'll have to wait until I actually play it, screen shots often don't do a game justice. And youtube videos often have too much compression.

Game actually looks a good bit better than the screen shots, which make the film grain appear a lot more. I believe you can disable that in the options.
