Maybe they are intended to be reserved for cleaning tapes? Some libraries I've seen allow you to optionally designate a couple of slots for cleaning tapes, and then the library knows not to use them as part of the regular storage element rotation. The I/O slot(s) are probably treated differently to the rest as well.
