Swapped to a 4070ti, and weird boot

So i had a vanilla 4070 and bought a used TI. I used the power adapter that came with card. the right light next to the power connector goes on. looking it up shows either bad adapter or bad card. I asked the seller to take it back.
Two desktops show the same problem

Does the PC stay on or does it shut down? What are the specs of your PC?
 
Had a similar experience a while back buying my current card. I plugged in the adapter that came with card and it was unused by its former owner. Fans 100% on boot with card rgb lighting up, solid red fault LED and no video output. It did indeed end up being a faulty power adapter that was RMA’ed. I wish you good luck.
