How do I stop svchost.exe from eating all my bandwidth? I tried google searching but cannot seem to kill the program permanently.

Use Process Explorer to see what individual services are contained within, and then either disable or bandwidth manage the services.

Have you run any virus/malware scans? There is a good possibility that something malicious is using/impersonating the svchost process to hide itself. I would check that first. Also, do the same symptoms occur in safe mode?
