1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming, trying to play bf3 at highest possible settings, and still run smoothly.

2) What's your budget? Are tax and shipping included?
600, no tax or shipping included.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

Don't get a GTX 460 - it is last generation. Get a GTX 560 or GTX 560 Ti instead, if you want Nvidia. No need to go all the way to 750W on the PSU - if you are worried about 520W, either get a 620W (like the Antec ECO) or a 650W (like the TX650 V2).
 
HG's build is nice, btw.

That's one ugly $40 case. Oh, and it uses 80mm fans. Don't get that case.

Here's the cheapest case I'd get:
$35 - Cooler Master Elite 310 ATX, MATX Mid Tower Case with Window RC-310-SWN1-GP (Black/Silver)
The blue and other colors are $40.

Though, for $10 more, there should be better choices out there... here's one:

You can also do this, swap out the case for a cheaper one and upgrade the PSU to a Antec 620C with 48A on the +12V
