Stuck at "Applying Computer Settings" after IE7 or IE8 Upgrade

This is the setup:

Windows 2003 DC using AD and group policy
Workstations are all Windows XP SP3
All workstations are on DHCP
The update worked sucessfully with 95% (maybe 300) of the desktops using WSUS
Only about 10-20 desktops are experiencing this "stuck" issue

Things I've tried without success so far:

Rejoin the domain and then reinstall IE7 - don't work
Take PC out of the OU so it wouldn't apply any GPO during startup - don't work
Installed IE7 manually instead of using WSUS - don't work
Checked IP and DNS - DHCP is enabled and no issues with DNS
This is not a profile issue because it's not stuck at "Applying Personal Settings". It gets stuck before the login window can even display.

I suspect that has something to do with GPO but I'm at such a lost right now. So in order for me to get past the "Applying Computer Settings" part so that I can get the login screen, I would have to unplug the network cable from the workstation. If I plug the network cable back in the PC, it would get stuck again on the next restart.

So far going into safemode and uninstalling IE7 and reverting back to IE6 has allow the users to login again. But we need IE7 to run certain programs. Any help or suggestions would be appreciated. Thanks!
 
I guess my last option is to set the users up with clean images, which I am trying to avoid.
