Stream fidelity monitors

Yeah , the general degradation of streams from Spectrum has me wondering, I know the flash ap they use for streams of channels is garbage, but is their application to monitor the fidelity of the broadcast? I'm wondering if it's the router or the fidelity of the stream and I would like to actually record the throughput of the stream.. I'm guessing it has something to do with the multiplexing of channels, ie., fake channels as they say they have 1700 channels and there are only maybe 200. I mean, if they are streaming 480i and not 1080i, would be nice to know what bandwidth they are actually offering.
