I'm from the south and it seems many people pronounce "drawers" as "draws." Not too many of them measure in metric, however. They usually measure in freedom units!
To the OP, if not for the price of plywood, I would almost say it's a great time to get into woodworking. However, even a 3/8 piece of 4'x8' sheathing is just $30. You could make I dunno 5 or 6 basic stacking totes with nothing but one sheet and some basic tools. Sheathing is a little splintery and rough in appearance, however. Some 1/2" cab ply would be about $50. Bit of work, though.
You could just get some plastic totes with a sturdy lid. Or see if someone near you is selling used milk crates. They're usually bullet-proof and stackable. They're $13.50 for a 2-pack at Tractor Supply, if you're ok with lovely pink. Bit higher than your desired height. That's where woodworking shines. It's whatever size you want.
