I just purchased a Sony Vaio CR series laptop with windows vista home premium

The DVD-RW drive sent with this laptop is a pioneer DVR-K17 drive

I went to put a CD in and it wouldn't play

went to device manager and it says under DVD/CD-ROM drives
the pioneer DVD-RW DVR_K17 ATA device driver is missing or corrupted

I don't know if I did this or if running PC decrapifier deleted the driver
(we know these new laptops come preloaded with a bunch of sh*t)

pioneer doesn't have a driver I can find for this drive.. and of course I did not get a windows disc with the laptop
tried to restore to previous point but my first restore point was done after this problem occurred

is there anything I can do to fix this?

Had the same problem with my new Vaio. I found this on the Microsoft website and it fixed it for me.

A code 39 is typically not caused by the operating system but instead happens when a third party application has attempted to install a filter driver for optical devices and it is failing to load. This causes the entire device to fail, often with a code 39, 37, 31, or 19.

The way to verify this is the issue is to follow the instructions in the following KB article to disable the UpperFilters and LowerFilters for optical drives. Instead of following the KB article exactly and deleting the registry keys, I would rename them to UpperFiltersOLD and LowerFiltersOLD that way you can restore them if necessary. The KB article is located at:
