[Solved] Asus Crosshair VII Hero Wifi can't set DRAM voltage

tl-dr: I cannot set DRAM voltage. It stays at 1.200V no matter what I do. This prevents DDR4-3200 operation.

Built a new system today.
2700X
G.Skill Flare X 3200C14 2x8GB kit
Seasonic Prime Ultra Titanium 850W

Board came with 0401 BIOS.
Immediately flashed to 0601.

Try #1:
Set AI Overclock tuner to D.O.C.P. Standard which loaded the 3200 profile from the memory.
This set BClk to 100.0, DRAM speed to 3200, DRAM voltage to 1.3500, timings to 14 14 14 34.
F10 to save, reboot back into BIOS and speed is 2400, voltage is 1.20V.
Confirmed with HWiNFO in Win10.

Try #2:
F5 to reset to defaults. F10 to save and reboot back into BIOS.
Set AI Overclock tuner to Manual.
Set BClk to 100.0, DRAM speed to 3200, DRAM voltage to 1.3500, timings to 14 14 14 34.
F10 to save, reboot back into BIOS and speed is 2400, voltage is 1.20V.
Confirmed with HWiNFO in Win10.

Flashed from 0601 to 0509 (latest official), same thing.
Flashed back to 0601 again. Same thing.

The fastest speed I can get is 2866 on 1.20V. 2933 causes it to revert back to 2400. No kidding, I need 1.35V to get to 3200 speed.

What am I missing/forgetting to do or is this MB bad?
 
With flashback do use the USB method (bios file) where you shut down the system and press the button on the back of the pc , until light will start blinking.

If that does not work you should have no problem getting a new/replacement motherboard.

Did you connect the 4 pin and 8 pin cpu extra power cables?

I did not use the flashback feature to flash the BIOS in any case. I used the in-BIOS flash method each time.
I will try flashback method to switch from 0601 to 0509 and let you know.

Both the 4pin and 8pin power cables are plugged in.
The PSU voltages are spot-on.

UPDATE:
I used the BIOS flashback feature to downgrade to 0509.
After flashing finished, I decided to try the "CMOS Clear" button just above the BIOS Flashback button on the back panel.
I had never tried the CMOS clear button before and since I just downgraded the BIOS, clearing seemed like a good idea.
After the CMOS clear, I booted up the system and went into the BIOS.
As expected, memory speed was at DDR4-2400 (the default).
I set AI Overclock Tuner to D.O.C.P. Standard which loaded the DDR4-3200 settings.
F10 to save and reboot back into BIOS.
Memory speed is now DDR4-3200 and DRAM Voltage is 1.35V.
Holy crap it worked!
Rebooted again to be sure. Still 3200 and 1.35V.
Booted into W10 ran HWiNFO and confirmed memory speed and voltage.

Thanks guys.
Maybe it was the flashback method or the Clear CMOS button, I'm not sure.
Hope this helps someone else that might run into the same issue.
