My cable is capped and 128kbits/sec up (16KB/sec) so when i download stuff from irc it uploads over 25KB/sec of overhead and that hits the router and completely kills the internet. Is their any free software that can easily and temporarily limit the upstream on my computer?

Get a program called DU Meter. It is a program that monitors your network's traffic and keeps track of it all. You can also control the speeds as well.

Great little program.

i've used du meter in the past, i re-installed it but i don't see where i can slow my upload speed. How do i do that with du meter?

dont know of any freeware
