I have no idea what I am doing.

I've had VLC for ages, and an iPhone since they first came out. I used to be able to highlight VLC as an app in iTunes and add files. When iTunes switched to "Music" it completely lost me.

How do I add files to specific apps now?

I really am that lost. Please help, and ridicule, but please help too.

I spent the time to figure this out for you. Turns out the internet isn't helpful. However, I would argue the procedure is easier now. Technically you don't need iTunes/Music at all.

Steps:
Plug in your iPhone to your Mac
Open a Finder window and click on your iPhone after it has connected to your Mac (under connected devices)
Click on "Files"
Files can be transferred on or off the device by app via drag and drop

I don't have VLC installed but I did test Rode's audio recorder and also Darkroom. Anyway, should work. This is actually a workflow modification I like. To reiterate, these functions are just part of "Finder" now. Music now is just for music syncing, iCloud Music, or Apple's Music subscription services.
