slight delay when watching a dvd

when watching a dvd on my computer in any program like powerdvd, divx, mpc, there seems to be a split second delay in the video, very minute. The audio doesn't distort, and the video is just barely noticable when it does it every 4-5 seconds. Does some setting need to be adjusted? I could have sworn I read something about hardware encoding or something hardware related that I have to fix somewhere but I can't remember. I assume this is a software issue because the video card and optical drives never have problems otherwise. Thanks.
