My boss was asking me about going to a dual monitor setup for his workstations in the office for better productivity. The PCs in question are just basic units with on board video connected to 17" LCDs.

What is the cheapest and most effective way to get him set up with dual monitors that he can multitask with? Does he need to throw in video cards with dual outputs or is there maybe some other device?

Thanks!

What kind of computers now. Some may support it on board, but most a cheap video card will be needed

It really depends on your hardware. It sounds like the least you'll need is a second cheap video card. The most efficient way would be to just get the cheapest video card you can that supports two outputs. Most likely you will find cards that have two DVI outputs for cheapish. As long as your monitors support DVI then you are golden, otherwise you will need VGA-DVI adapters. After that something like the free version of DisplayFusion helps a lot in configuring your new setup.

What open ports do the motherboards have?

If they have an open PCIx16 slot you can get a cheap video card for like $29 that will do the job fine.
