My friend has a bunch of movies on his pc that he ripped from DVD. He wants to set up his pc as a server so only his friends/family could download/stream them. What is a good program to use to do this? He says he tried some but they have a 4GB file size limit. Thanks

No offense, but if he intends to "share" the files, even by streaming them, technically that would be copyright infringement sooo... the question itself is a troublesome proposition just to answer as doing so would require someone tell you how to do such a thing.
It's a long complicated matter... I wish it didn't exist but, unfortunately, it does. If this was all home movies and videos, etc, that's one thing, but... you've already stated they're DVD rips (which requires decryption to do, that's another thread altogether), etc... it just gets worse by the second.
