Severe "stutter" in UT3 with GTX260? Can you help

I just got done building a budget gaming PC (sub $500) for the only intent is to game with it. Here are the specs.
E6600 @ 3.62GHz 1.42v
Asus P5Q-SE Plus P45 mobo
4GB (2x2GB sticks) G.Skill @ DDR1070
EVGA GTX260 core 216 @ 685 / 1500 / 2200
Win XP64 SP2 (all updates installed including NOV08 DX update)

I've been playing FC2 for the last 4 or so hours and that game seems great and smooth, so I figured UT3 would play killer, but this game STUTTERS like CRAZY. I'm using Official NV drivers 180.43 (i think) from the NV website, and I went thru the NV CP trying everything, and still the game is a complete stutter effect. Anyone have this issue, can you assist me with what settings/ anything I need to do to stop this from happening. Thanks.
 
Have you tried running 180.48? .43 is a beta and di have issues. Thats the first step i would take.
 
Enable the check box that says "Hardware Physics". I had the same problem, until I turned on all of the settings, that being one of them.
 
Question: Could the issue im having with this "stutter" while doing a 360degree turn while looking up at the sky in game be because Im campairing the performance from a Quad Q6600 @ 3.9GHz, to my E6600 @ 3.6GHz? Didnt really think the game could use 4 cores, but thought I would ask. I've spent the last 2 days tinkering with settings, AND DONT GET ME WRONG< THE GAME PLAYS GREAT, just not "FLUID" like it did with my PC with different specs. In a nutshell, here are the specs of the PC I had 4 months ago playing this game on FLUID SMOOTH:

Q6600 @ 3.9GHz (water cooled), 8gb ram @ DDR1173 4/4/4/12, X-Fire 3870's, XF-i / XP64

Here is the PC I have now (sub $550 build)
E6600 @ 3.64GHz (air cooled) / 4GB ram @ 5/5/5/12 DDR1078 / GTX260 c216 @ 700c-1512s-2200m / Audigy4 / XP64

Could the difference in specs between the 2 PC cause the difference in UT3?
 
I am getting quite a few problems in games with 180.XX drivers. Try a driver rollback.
