Setting XP Home clock to 24-hour (military)

I have a customer in the aviation idustry that needs his clock in XP Home to read 24-hour (military, UTC) time (e.g., 1:00 PM displays as 13:00). In Win 2K, this was easy, but I am not familiar with XP Home. Could somebody help me out? I had him set the clock to Greenwich Mean Time, but it doesn't display in the 24-hour format.
 
Control Panel -> Regional and Language Options.

Click on the Regional Options tab.

Click on the customize button.

Click on the Time tab.
