Server 2012 - Windows Modules Installer will not start

Hi everyone

I am running Server 2012 and I am having an issue in which the TrustedInstaller service does not successfully start. It stays on a status of "Starting", it never does, but it pegs my CPU at 90% to 100% constantly.

This is what I've tried:

1. Allowed the system 24 hours to see if it was just "taking its time".
2. Restarted the system.
3. Attempted to install KB2771431 but I am unable to install it because the Windows Modules Installer will not start.
4. Attempted dism /offline /cleanup-image /restorehealth, but it's unable to run because the Windows Modules Installer will not start.
5. Attempted sfc /scannow but it will not start, because the Windows Modules Installer will not start.
6. Process Monitor didn't detect any ACCESS DENIED or anything else that shows inability to read/write/execute any file or directory.
6. Stopped Windows Update service, renamed softwaredistribution folder, restarted service.

Any help will be greatly appreciated.
 
Definitely out of the question... At least for the foreseeable future.
 
Your ISO is probably corrupted. I have had several 2012 installs go sour. Run SFC.
 
Did you try 'safe mode'? Sorry for suggesting the obvious, but sometimes people overlook the obvious and it happens to work. :)
