Serial mouse won't work untill you refresh in device manager....

My ucnle just got a computer given to him and he's just using it to get on the net (t's a 233mhz Pentium system with an Intel PCI Chipset). Anyhow I just installed a fresh copy of Windows 98 on it for him, however in order to get the mouse to work I have to go into device manager and refresh it in order for it to work. I have to do this ever time the system is rebooted.

It's very strange. Does anyone know of a quick fix for this? I'll probably be headed over there later today to finish doing some other stuff and it'd be nice to fix this problem if possible.
 
The only thing I can think of is to make sure the mouse is plugged into the port corresponding to COM1. Also, suggest that he try avoiding reboots as much as possible--perhaps, leave the computer on 24/7? As you probably know, serial isn't a "hot-plug" or "plug and play" interface. I wouldn't mess around with a serial mouse too much, considering that you can find PS/2 mice for pocket change.
 
Ok,yea I told him to keep it on 24/7.

There is only one serial port on this system so that's not an option.

Any other suggestions?
