Yes,yes it is,I would imagine that corps like these are given advance info on whats coming and integrate it into these tools,its happened before.

Per their calculator, the 3080Ti is estimated to consume 10w less than a 3090 but consume 21w more than a 3080. So clearly, this looks to be calculating for a specific card and is not a typo.
