That's because Seagate owns the Samsung HDD line now and they don't appear to be selling Samsung-branded external drives in the US.

Checkout the Seagate Portable series, 4TB capacity: Slim, Regular and Fast. They contain Samsung Spinpoint drives internally and are readily available both online and in-store.
